Granted there is the employers 12.8% (going up to 13.3%) as well but it doesn't get you up to 70%. My first time in London was in the 1940's, and one was in December 1952, days after the Great Smog began to lift. It may be old age, but in recent years it has become a much less pleasant place to be around. It seems to be getting rougher, dirtier, and more dangerous in some respects. Given that I was doing manual work at time in the 50's this is saying something. The 1980's are long gone, and if we are in for a dose of austerity etc. it could all get ugly.
